This means that your computer will have its operating system back, but it will lack all of the programs that came with your computer when you had purchased it. That's why the restore disc is so important, because it has all of the programs for your PC, not just the operating system.
So the next time you need your computer repaired, remember if it doesn't boot into the operating system, then most likely your operating system is corrupt. If that's the case and you have the restore discs, follow the steps I gave in the second paragraph above and that should resolve the issue.
